The Health Practice Associates Council (HPAC) introduced a register in 2015 to help improve the professional standards of the non-paramedic ambulance clinician roles, vastly improving national accountability and safeguarding for patients and staff.

Currently, UK statute only requires the regulation of Paramedic grade emergency ambulance clinicians, unlike Ireland, USA, South Africa and other countries that regulate all ambulance grades. With an estimated 10,000 patient contacts (excluding PTS) per day in England alone by non-paramedic ambulance staff such as Ambulance Technicians, Associate & Ambulance Practitioners, Emergency Care Assistants First Responders, there is a clear case for regulation of these grades of ambulance clinicians and support workers.
